None of the teachers are able to take care of her since they all have many other responsibilities, and can't afford to be a parent. Mirio is basically in a depressive episode, so he wouldn't be the best at being a guardian at the moment. So, the last person left would be Izuku, since Eri trusts him after he rescued the child. However, with this, Izuku needs a partner, someone who can help him. After all, raising a child is a lot of work.
